$100 Million in New Energy Efficiency Grants

The end of Washington’s recent legislative session saw passage of two bills known collectively as the Jobs Act. The Jobs Act provides a $100 million capital appropriation to fund grants for facility improvements that deliver energy and operational savings; $50 million for schools and administered by OSPI and $50 million for schools and higher education and administered by the Department of Commerce. In addition, it places a measure on the November ballot to provide an additional $505 million in grants for these activities.

For both grant programs, the preferred method for delivering energy and operational savings is an Energy Savings Performance Contract (ESPC) through the Washington Department of General Administration (GA). OSPI and Commerce will conduct multiple competitive grant application rounds beginning June 25 for OSPI and July 19 for Commerce (with additional rounds each month from August to November). The first round is for applicants that have selected an ESCO and completed an Investment Grade Audit. If you have not completed these steps we recommend you begin as soon as possible by signing an Interagency Agreement with the GA and selecting a pre-qualified ESCO.

Quantum offers more demonstrated expertise in helping clients secure energy efficiency grants than any other ESCO. The application process for the new grants is modeled on the 2009 OSPI program in which grants for ESPC projects were awarded to 50 school districts. Nearly half of the grants were awarded to Quantum customers. All the Quantum projects are currently under contract, while many of the non-Quantum projects are still in negotiation with the ESCO. In addition, Quantum has completed more K-12 and community/technical college ESPCs in the past 10 years than any other ESCO (www.quantum-engr.com). Energy Policy Act of 2005 (EPACT)

Quantum is working with Customers to take advantage of Federal tax incentives to conserve energy. These incentives, passed under the Energy Policy Act of 2005, provide tax deductions for the installation of energy efficient systems.

For Washington’s K-12 schools, colleges and universities there’s never been a better time to pursue energy and water conservation based facility improvements, with $100 million in competitive grants available to support these activities and create jobs. And there is no ESCo with a more successful track record of securing these competitive grants than Quantum. A pilot program in 2009 saw grants awarded to 50 school districts – 24 of which are Quantum customers.
