Oroville School District Energy Upgrades (2005)
$991,000 project cost, $54,000 annual energy savings, $119,000 utility incentive.
Scope
Installed new energy management system (EMCS) throughout building. Replaced old HVAC system consisting of a failing electric boiler and steam radiators, with a new system consisting of a ground source heat pump loop and new heat pumps for each classroom. The project was made feasible due to an existing well and high water table that greatly reduced the overall cost of the ground source loop. A new source well was dug, and the old well was used for injection back into the aquifer. Performed a comprehensive retrofit of existing fixtures to compact fluorescent and electronic ballasts throughout.
Notable Facts
- Original scope was to control only the new heat pumps, but we were able to add control to existing variable air volume system in office area largely with funds left over due to the main project falling under budget.
- Actual energy savings is over 50% of baseline energy use.
- Performed work in occupied building.

New Energy
Efficiency Grants

For Washington’s K-12 schools, colleges and universities there’s never been a better time to pursue energy and water conservation based facility improvements, with $100 million in competitive grants available to support these activities and create jobs. And there is no ESCo with a more successful track record of securing these competitive grants than Quantum. A pilot program in 2009 saw grants awarded to 50 school districts – 24 of which are Quantum customers. For more information on how to take advantage of the new grants, call Fritz Feiten at (206) 523-5314.
